You have 60 minutes and a 4 year old. That is a real constraint, and most activity lists ignore it entirely. Four year olds can follow a two or three step instruction and will happily spend twenty minutes on something they chose.
Everything below genuinely fits in 60 minutes or less, including setup. Nothing that takes twenty minutes to prepare for five minutes of play.
